New Students

 

To be eligible for a government-subsidized place in 2012, firstly, you must be a Victorian resident, living in Victoria for the duration of your studies.

 

Secondly, you must meet citizenship/residency requirements, and must be in one of the following categories:
 

  • an Australian citizen 
  • Permanent resident 
  • New Zealand citizen (visa 444) 
  • East Timorese asylum seeker 
  • Temporary protection visa holder* 
     

* Temporary residents and international students are not eligible for a government subsidised place, and must enrol as a self funded student or as an international student.

 

Acceptable citizenship/residency proof you must bring to enrolment include: (original documents or certified photocopies only are acceptable); 

 

  • Green Medicare care
  • Australian Birth Certificate
  • Current Australian Passport
  • Current New Zealand Passport
  • Naturalisation certificate
  • Temporary Protection Visa
  • Formal papers from DIAC confirming permanent residence


 
Thirdly, if you are aged 15-19, under the Victorian Training Guarantee you are automatically eligible for a government subsidised place, regardless of which course level you enrol in. Proof of age must also be presented at enrolment.

 

If you are aged 20+, you are automatically eligible for a government subsidised place only if you are enrolling in a Foundation level course or an Apprenticeship course.

 

If you are aged 20+ enrolling in any other qualification (i.e. Skills Creation, Skills Building, Skills Deepening and Traineeships), you are only eligible for a government subsidised place providing you are moving up the qualification scale (i.e. you are enrolling in a course that is at a higher level than any prior Australian qualification you have fully completed) ** see note below


(Age is your age as at 1st January in the year in which you are starting the course)

Citizenship

Must be either:

  • Australian citizen
  • Permanent resident
  • New Zealand citizen-visa 444
  • East Timorese asylum seeker
  • Temporary protection visa holder
  • Asylum seeker or victim of human trafficking (as referred by Asylum Resource Centre or Australian Red Cross)
State of residence  Must be residing in Victoria for duration of studies
Course Category
  • Foundation courses and Apprenticeships, no further age/prior qualification check applies (specific course list applies)
  • Certificate I to Graduate Diploma courses – age and prior qualification check only applies for students aged 20+

Age

  • Age 15-19  - no prior qualification check applies (all courses)
  • Age 20+ prior qualification check applies (C1-Grad Cert)
Prior completed qualification level
  • For those aged 20+, students must be moving up the qualification scale. In other words, the course they are enrolling in must be at a higher level that the level of the course they have already completed in the past. ** (Foundation and Apprentice courses excepted)

 

 

*’New Student’ is defined as student commencing their course for the first time in 2012. This includes returning students who are commencing a different course for the first time in 2012.

 

** Please Note:

  • VCE Yr 12 is considered equivalent to a Certificate II level qualification, and must be taken into account when assessing prior higher qualifications for students aged 20+

 

  • VCAL Intermediate, Foundation courses (i.e. Certificates in ESL or General Education for Adults – specific list applies), courses completed as part of a VET in Schools Program (VETIS) during a student’s secondary education, and courses completed overseas may be excluded from consideration when assessing a student’s prior highest completed qualification

 

  • A Vocational Graduate Certificate or Vocational Graduate Diploma course is considered to be at a higher level than a Bachelor degree, when assessing a student’s prior highest completed qualification

 

  • Prisoners detained in a custodial setting are not eligible for a government subsidised place in 2012. (The only exception to this is for individuals on community based orders (parole) or from Judy Lazarus Transition Centre who can physically access training outside custodial setting without supervision).

 

  • Persons detained under the Mental Health Act 1986, or the Crimes (Mental Impairment and Unfitness to be Tried) Act 1997, or the Sentencing Act 1991 at the Tomas Embling Hospital.
