Continuing student (commenced current course in 2011 or prior)
If you are a continuing student and you commenced your course in 2011 or prior, and you are returning to continue study in that same course in 2012, eligibility rules vary in 2012. They will depend on the level of course in which you are enrolling, and when you first commenced your course, as follows:

- Must be residing in Victoria for duration of studies

*For Retrenched Workers or Skills for Growth students who commenced after 1/7/09 and are continuing in a non-Foundation Certificate I-IV level course, the same eligibility rules apply as Skills Deepening students who commenced after 1/7/09.
** Skills Deepening courses include Diploma, Advanced Diploma, Vocational Graduate Certificate & Vocational Graduate Diploma courses.
*** Please note:
• VCE Yr 12 is considered equivalent to a Certificate II level qualification, and must be taken into account when assessing prior higher qualifications for students aged 20+
• VCAL Intermediate, Foundation courses (i.e. Certificates in ESL or General Education for Adults – specific list applies), courses completed as part of a VET in Schools Program (VETIS) during a student’s secondary education, and courses completed overseas may be excluded from consideration when assessing a student’s prior highest completed qualification
• A Vocational Graduate Certificate or Vocational Graduate Diploma course is considered to be at a higher level than a Bachelor degree, when assessing a student’s prior highest completed qualification
• Prisoners detained in a custodial setting are not eligible for a government subsidised place in 2012, where they are commencing a course for the first time in 2012 (prisoners who are continuing students, are excepted from this rule)
